Toby joined Oxford HR in 2014, having spent 20 years working in international development with DFID providing top-level HR and management support to programme delivery, including recruitment, OD and remuneration. He also worked closely with the World Bank, EU, and Irish Aid in Southern Africa in the economic development sector, focusing on trade facilitation, growth, job creation, and public financial management. He was the DFID Lead working with The World Bank’s on “ease of doing business” methodology and country ratings, Multilateral Budget Support Basic Delivery Grants of over US$100 Million. He has also had extensive experience in the private sector in Africa.

He established and led operations in DFID’s offices in Addis Ababa, the Central Africa office in Harare, UK’s Field office in Lesotho and the South Africa regional office in Pretoria. With DFID, he cooperated Irish Aid, USAID, UNDP, and UNICEF. He has worked extensively with AFDB, ISA, GCF TMEA, IFAD, IWMI/CGIAR Group, Plan, CARE USA, Blue Ventures and BRAC, managing successful executive search campaigns.  These include IFAD’s AVP Finance and numerous Director roles with AFBD, BRAC and FSDA.

He has in-country experience in Nigeria, Kenya, Ghana Bangladesh, India, Saudi Arabia Thailand, and South Korea.  He worked on major assignments with Oxford HR and DFID in Ethiopia Sri Lanka, Kenya, Nigeria, Ghana, Zambia, and Afghanistan.  Toby has an honours degree in law and is MCIPD accredited.

Born in Sudan, Karen has lived and worked in Kenya, Tanzania, Ethiopia, Rwanda, Burundi, DRC, and Sudan. Her previous roles include ten years with Oxfam GB, including starting the first Oxfam office in Darfur; Head of the Rwanda Secretariat at International Alert after the Genocide; Africa Regional Coordinator at ActionAid, covering 18 countries; and the first CEO of IDE UK, working with market development programmes in Africa and Asia. Her work has taken her across the globe, including Kenya, Uganda, Sudan, Thailand, the Republic of Georgia, and the UK, and she has worked in sectors as diverse as women’s economic empowerment and livelihoods, governance and civil society strengthening, HIV/AIDS and health systems strengthening and refugee health. Before joining Oxford HR, Helen was the EA Regional Director for the BOMA project. Her previous roles have included senior management positions in Catholic Relief Services, Mercy Corps, AED (FHI360), the Commonwealth Foundation and the International Rescue Commission.

In addition to an extensive international development network, Helen brings extensive experience in executive recruitment and organisational development, having directly recruited senior staff, built cohesive teams, supported change management, and set up NGO boards. Business Development Strategy & Leadership
  • Oversees all business development at Connexi, from building and maintaining client relationships to implementing capture efforts to preparing proposals. Responsible for quality assurance/control of the proposal process and final proposal product.
