Tim Biscaye

Tim Biscaye, a dual national (French/USA) working from Nice, Fr & Surrey, UK, is a senior executive search and leadership advisor within Oxford HR’s Europe team. He brings a wealth of global experience and insights from on-the-job leadership expertise to clients and organisations such as SNV, World Vision International, WWF, the Millenium Challenge Corporation and Oxfam navigating complex leadership and people challenges. With more than 30 years of experience across Europe, Africa, the Americas and Asia, Tim specialises in partnering with purpose-led organisations to identify, attract and appoint senior leaders capable of driving strategic impact, cultural transformation and organisational resilience. His work spans executive search, leadership development, executive leadership coaching and human capital strategy — all tailored to meet the nuanced needs of international and mission-driven clients.

Since 2012 he is an Adjunct Professor in Strategic HR, Diversity, Women in Leadership & Business Governance. He works as a teacher, career coach and workshop facilitator at four leading European business and medical schools. Tim is a certified HR and change management professional who has managed 40 plus transition projects. and his approach is grounded in a genuine understanding of leadership ecosystems, strong governance practices and global, multi-cultural talent landscapes.

Deeply committed to inclusive leadership and the development of Global South leaders, Tim combines strategic insight with high emotional intelligence, strong facilitation skills, and a pragmatic, solutions-oriented approach. He works with private, public, and purpose-driven organizations across EMEA and the Americas, supporting sustainable growth, resilient leadership, and organizational impact., leveraging strong networks to deliver search and leadership transitions that deliver impact. He works collaboratively with boards, executive teams and HR leaders to shape talent strategies that align with organisational purpose, values and long-term impact goals. Tim brings both strategic vision and operational excellence to every assignment.
