Josh joined Oxford HR in 2025. He brings over 15 years of experience working in humanitarian action, international development, and disaster management. Josh has held executive and senior leadership roles in Oxfam Australia, UN Office for the Coordination of Humanitarian Affairs (OCHA), Australian Red Cross, and the Centre for Humanitarian Leadership. He brings a deep understanding of and extensive experience in leadership in times of crisis, governance, resource mobilisation, organisational development and change, partnerships, and strategic advice. Josh has worked on a wide range of social justice issues, including climate change adaptation, complex emergencies, disaster response and recovery, protection, international humanitarian law, the primacy of gender and inclusion, and international finance.

Dr Josh Hallwright holds a Doctorate in humanitarian financing, a Master of Social Science, and a Bachelor of Arts. He is currently providing strategic advice to the Australian Government on its major humanitarian investments and teaching postgraduate students at Deakin University.

Josh speaks English and Spanish and is trying to improve his French and Arabic language skills. He has extensive networks in Australian civil society, regionally in the Pacific, as well as globally in the humanitarian. He understands the complexities and pressures facing civil society during these globally and regionally challenging times.
